I have a couple of suggestions also. Try looking at www.despagar.com, click on Colombia, Mapas, Cali.
They have an address search engine much like Mapquest. The quality is not great but you can find an address if you have the grid based address and the neighborhood in Cali. It doesn't work everytime but it is not bad.
I have to have a map when I visit a town. So last time in Cali I bought a great street map of Cali in Libreria Nacional in Chipichapa. There is one in Unicentro also.
This map has all the streets and major landmarks, hotels, shopping malls, etc. After looking at the map, it's no wonder the cabbies have a hard time finding off the beaten path addresses. There are million deadends.
When heading out to look for an address, I would make a copy of that portion of the map where I was going, mark on it on the copy, hand it to the driver, and we would go right to the place. Some of the addresses in Cuidad Jardin don't seem have the grid system, and the driver simply can't find it.
