Default C1D visa

My Brazilian fiance has a C1D visa as an airline stewardess, good through 2012. It is a multiple entry visa. The C1 is for transit through the US and allows stays up to 29 days "in transit". The D is a "crewmember" visa for planes and ships.

My question: with the C1 designation, is it possible for her to transit through Miami on the way to Paris (not as a crewmember, but as a tourist on the way to France), and stop over for a few weeks? I'd like for her to be able to stop over and meet my family. She also has family in Florida.

I am fully aware that we cannot overstay her visa, etc. I guess my concern is that she could be turned away at Miami if she is not a crewmember, despite the "C1" designation carrying no such stipulation.

We are starting the K1 application, but have not filed yet.

We have been living in Florianopolis for the past month. It is actually cheaper to live in Paris (crazy, huh?), so we are going to stay over there for a few months while the visa application is processed.
