Cedula office in San Andres?

Hi! Do any of you know if there is a Colombian government office where a Colombian can obtain a new CEDULA card on San Andres Island?

My Colombian wife was told a year and a half ago that she would need a new Cedula card in order to leave Colombia the next time and that next time is coming up.

She threw her old Cedula away and it was in pretty bad shape. Of course she has a valid Colombian passport and her Resident Alien card so why the hell she needs the CEDULA is beyond me but hey their rules not mine.

We are going to San Andres Island and it would be easier if she obtained it there rather than spending a few days in Bogota. Cards issued in San Andres might only be for residents of San Andres Island since I understand mainland Colombians cannot just simply migrate there to live there?

Anybody know?
