Cell phone in CO

This is a 2 part question, thank you thank you for any responses....

1. I need to get my GF a new cell phone (she lost hers). Any recommendations for a company and phone?

2. I will be visiting her soon and will need to make calls to the US - are there any options for a discounted plan? [I have the Vonage app on my iPhone but their rates, which are cheap, are only available with a wi-fi connection. Has anyone simply tried using vonage?]

in colombia I use comcel and movistar, i think movistar is a bit more economical.

For calling the USA I have magic jack that works fine for me.

Thanks Rogbo. As for part 2, a Colombiana who works for me clued me in to Orbitel, a prepaid card. Unless there's a misunderstanding somewhere, it's only 3 cents per minute to call the US from Colombia. Seems too good.

I would advise that she use her ID to buy the sim card .
