Anyone in or from Encenada Mx?

We are planning a move from Toronto Canada to Mexico in January 2010. We have relatives in San Diego so thought Encenda would be a good spot, and less expensive. We've heard Encenada is quite lovely. Any comments?
Concerns? Lavish praise? Disgust?

IT is the best city of Mexico. It is the only deep-water port in the state of Baja California. It have plenty of good seafood places and Mexican restaurants. It boasts an very pleasant weather.
